Hayder Sharhan a26fd74b0e MAGETWO-42386: Add coverage for \Magento\User\Model\Backend\Observer 
- Split up the Observer class into two different classes to remove code coupling. AuthObserver and PasswordObserver.
- Added a helper class under config/ObserverConfig that would take care of the backend configuration methods that are shared between the two classes created.
- Updated unit tests into two different files as well.
- Updated events.xml to look at the correct files.
- Updated di.xml to look at the correct file.
